Multipart/mixed content incorrectly interpreted as an attachment

The attached file is a multipart/mixed EML file.  The file has two parts, both of which are plain text and neither of which contains the "Content-Disposition: Attachment" header indicating that the part should be considered an attachment.  Since both parts are plain text, they should be interpreted as being part of the body (which in fact they are) rather than the second part being considered as an attachment.
